SharePoint 2013 - how to clean orphan site collections

I created a orphan site collection that I'm not able to remove by powershell or through central admin UI.  It's listed in the Central Admin but there is no information about it.

Below is a post about how to remove the orphan site collection through detach and re-attach content database.  It works for me.
